Position summary

success. Our Technical Operations teams is comprised of ~100 global resources and spans data acquisition, data transformation/normalization/enrichment, data quality, data orchestration, application configuration, and consultative customer advisement. Together, these functions leverage leading edge big data technologies to make high quality data available to our customers at very low latency. Reporting directly to the COO, this executive role is empowered to think creatively about how we deliver value to our clients in a world of evolving technology and interoperability standards.

What Success Looks Like

In 3 months

  • Establish a comprehensive understanding of Arcadia's current Technical Operations, including systems, workflows, and team structure.

  • Build relationships with key stakeholders across Arcadia and understand all other areas' structures, goals, and objectives.

  • Establish relationships with team members within Technical Operations, understanding their roles, responsibilities, practices, struggles and goals.

  • Generate a 12-month plan for the Technical Operations org that aligns to Arcadia's organizational priorities and customer needs.

In 6 months

  • Implement improvements in data integration and validation practices to enhance efficiency, time to value, and accuracy, with a particular emphasis on setting and hitting customer-committed delivery dates.

  • Demonstrate measurable progress in projects that support department and company-wide OKRs.

  • Present a scalable multi-year roadmap for long-term Technical Operations scalability and innovation.

  • Measurably reduce turnaround times for customer support activities via improved processes, leveraging of our offshore partners, and driving opportunities for customer self-service.

In 12 months

  • Achieve and demonstrate significant enhancements in technical operations reliability and scalability.

  • Deliver measurable results in team performance KPIs.

  • Drive successful implementation of advanced analytics tools and technologies, showcasing their impact on business outcomes.

What You'll Be Doing

  • Your responsibilities in this role are:

Strategic Leadership:

  • Develop and execute the overall Technical Operations strategy aligned with Arcadia's goals and be accountable for success of the end-to-end business function.

  • Drive data management policies to ensure data integrity, compliance, and security within healthcare regulatory standards.

  • Collaborate with other Arcadia leadership to integrate data insights into business strategies and decision-making.

  • Partner with Arcadia Software Engineering leaders to shape Arcadia's data integration & management strategy, contributing to cross-functional initiatives and driving scalability through innovative data solutions.

  • Expand Arcadia's partnership with our off-shore partners to drive scale & customer service improvements within our technical operations functions.

  • Set and manage to ambitious goals, measuring and communicating progress regularly, and course correcting where needed.

Operational Management:

  • Oversee the design, development, implementation, and ongoing monitoring and maintenance of customer data pipelines, infrastructure, and processes.

  • Ensure data quality, consistency, and accessibility across all business units, utilizing a mix of tools & well-designed processes to drive reliable data assets for customers

  • Establish and monitor KPIs to measure the effectiveness of Technical Operations department & the data integration and data management functions.

  • Oversee data integration processes (claims, clinical, and supplemental data sources), ensuring high-quality connectors and customer data health.

  • Provide oversight on sprint planning, backlog grooming, and task management to support efficient technical operations processes.

Team Leadership and Development:

  • Build and lead a high-performing Technical Operations team, fostering a culture of innovation and excellence.

  • Provide mentorship and professional development opportunities to team members, including a talented cohort of direct reports at the Director and Senior Director level.

  • Collaborate with cross-functional teams, including engineering, analytics, and product management, to achieve organizational goals.

  • Partner with Arcadia's offshore technical operations partners to drive a globally close-knit, highly performing team.

Customer Success:

  • Bring a customer-focused approach that centers the needs of our customers and is responsive to their experiences and feedback.

  • Independently handle escalations, taking ownership on behalf of Arcadia for managing a customer escalation to complete resolution and lessons learned.

  • Develop deep credibility with customer stakeholders in technical/data/IT leadership roles.

  • Represent Arcadia to the market in presentations to prospective customers, serving as a subject matter expert on healthcare data and technology, and supporting external conferences and events.

Compliance and Security:

  • Ensure compliance with data protection regulations and industry standards, such as GDPR, CCPA, or HIPAA.

  • Implement and enforce data governance policies to protect sensitive information and maintain data integrity.

  • Develop risk mitigation strategies related to data security and privacy.

Technology and Innovation:

  • Bring an experienced opinion on interoperability standards and the future of data exchange in healthcare, inclusive of the emerging tools and technologies that the "winners" of today and tomorrow are leveraging.

  • Stay informed about emerging data technologies, trends, and industry advancements.

  • Recommend and implement innovative solutions to improve data integration, validation, and management processes.

  • Drive automation and optimization initiatives to enhance operational efficiency.

What You'll Bring

  • Bachelor's degree in Computer Science, Data Science, Information Systems, or a related field; Master's degree preferred.

  • 10+ years of experience in Technical Operations or related roles, with at least 5 years in a senior leadership position.

  • Deep understanding of the healthcare data ecosystem, including regulatory and compliance requirements.

  • Proven expertise in data governance, data architecture, and operational excellence.

  • Strong technical background with experience in data engineering, databases, cloud platforms, and analytics tools.

  • Exceptional leadership, communication, and stakeholder management skills.

  • Ability to lead through ambiguity and drive organizational transformation.
