    Position summary

    elopment of best-in-class digital experiences for Medicaid members across our secure website and mobile app.

    This is a high-impact leadership role, collaborating closely with Medicaid business teams, state CEOs, sales, technology, clinical, and digital product leaders. You'll be responsible for setting the product strategy for a digital-first, clinically integrated experience, and for orchestrating the migration of legacy Medicaid assets to the modern Aetna Health platform.Key Responsibilities

    Product Strategy & Execution

    • Define, own, and communicate the product vision, strategy, and roadmap for digital Medicaid capabilities, ensuring alignment with business objectives and member needs.

    • Lead the end-to-end delivery of features and experiences, focusing on accessibility, usability, and the unique needs of Medicaid populations (e.g., mobile device constraints, connectivity challenges, language/cultural barriers, health literacy).

    • Ensure compliance with Medicaid regulations and state-specific requirements, incorporating policy changes and eligibility rules into digital solutions.

    • Develop and execute a comprehensive migration strategy to transition states from legacy platforms to new digital experiences, including establishing a migration office/function to manage communications, training, and operational readiness.

    • Champion investment cases and business cases to secure resources and support for digital initiatives.

    • Drive the integration of social determinants of health (SDOH) and community resources into the digital experience to address holistic member needs.

    Medicaid-Specific Leadership

    • Demonstrate a deep understanding of the unique needs, challenges, and lived experiences of Medicaid members-including barriers related to technology access, health literacy, language, and social determinants of health.

    • Champion the design and delivery of digital experiences that are culturally sensitive, accessible, and tailored to the diverse Medicaid population.

    • Ensure all digital solutions are developed and maintained in strict adherence to Medicaid regulations, privacy requirements (such as HIPAA), and evolving compliance standards.

    • Stay current on Medicaid policy changes and compliance trends, proactively integrating these requirements into product strategy, features, and member communications.

    • Advocate for the voice of Medicaid members by leveraging research, analytics, and direct feedback to drive continuous improvement in engagement, satisfaction, and health outcomes.

    • Develop scalable, flexible solutions that can adapt to the varying requirements and benefits structures across different Medicaid programs and populations.

    Leadership & Team Development

    • Build, coach, and inspire high-performing, agile product teams; foster a culture of innovation, accountability, and continuous improvement.

    • Establish clear team norms, provide actionable feedback, and support career development through stretch goals and visibility opportunities.

    • Promote a customer-centric culture where teams proactively monitor product health and drive toward a shared north star vision.

    Cross-Functional Collaboration

    • Partner with Medicaid business leaders, technology, clinical, design, engineering, and analytics to deliver integrated solutions ("Five in a Box" model).

    • Identify new business opportunities through market research, state engagement, and understanding of strategic priorities.

    • Collaborate with third-party partners and pilot programs to address unique state requirements and drive innovation.

    Measurement & Continuous Improvement

    • Translate customer and business needs into actionable product strategies and quantifiable OKRs.

    • Define and track product metrics to evaluate progress and inform decision-making.

    • Ensure all initiatives are optimized for end users and deliver measurable value.

    Required Qualifications

    • 10+ years of experience in product ownership, business analysis, project/program management, or related fields, with a proven track record in agile product development.

    • 10+ years of experience in software product management, successfully delivering large-scale, consumer-facing products.

    • 10+ years of experience managing complex projects/programs, delivering value within tight timelines.

    Preferred Qualifications

    • Deep understanding of Medicaid, its regulatory landscape, state-by-state program nuances, and the populations it serves.

    • Experience working with state Medicaid agencies, managed care organizations, or Medicaid technology platforms.

    • Demonstrated ability to drive cross-functional alignment in ambiguous, fast-paced environments.

    • Exceptional negotiation, organizational, analytical, and people leadership skills.

    • Data-driven decision-making and quantitative analysis expertise.

    • General understanding of programming and computer science concepts.

    Education

    • Bachelor's degree required; equivalent work experience considered.
    • MBA preferred, not required

    Pay Range

    The typical pay range for this role is:$175,100.00 - $334,750.00

    This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
