    Position summary

    IT teams. This individual will elicit and understanding business requirements, regulatory framework and internal software applications. The Product Business Analyst is responsible for translating the requirements into technical specifications and supporting their development and implementation. Additionally, this individual will facilitate, prioritize, communicate and document functional and technical business requirements into IT solutions for assigned Product Group, ensuring successful completion of IT projects to meet deliverables and customer expectations on time and within budget, and Provide technical expertise to support the objectives of assigned Product Group.

    ESSENTIAL DUTIES and RESPONSIBILITIES

    • Serve as subject matter expert (SME) in the development of business requirements to support product development and enhancements.
    • Elicit requirements for multiple large, complex, cross-departmental, multi-phase projects.
    • Partner with Market Design Specialists on designing technologically feasible, functional solutions which meet Business and Market Participant needs within regulatory frameworks and software capabilities.
    • Manage timely delivery of requirements in the context of project commitment, milestones and deliverables ensuring requirements support execution timeline and deadlines are met.
    • Develop and apply knowledge and expertise, in supported NYISO Business Areas and related software applications, to develop solutions that meet the Business need and project commitments on time and on budget.
    • Identify, report, mitigate and escalate potential risks and issues related to project scope and/or timeline to Management, as appropriate.
    • Actively engage in development of mitigating strategies for identified risks and issues in order to keep projects on track.
    • Organize business and operational data into technical options; develop business concepts of operations documents use cases and presentation materials, which include user specifications, cost estimates, timelines and other required information.
    • Develop and maintain a productive working relationship with project sponsors, project administration, customers and key system users and provide continuous support to NYISO Product and Project Managers supporting the development of product vision and project execution.
    • Facilitate collaboration among diverse teams, ensuring consensus and alignment.
    • Foster effective communication between business units, developers, and other stakeholders.
    • Drive decision-making processes by presenting well-articulated recommendations ensuring clarity and alignment.
    • Meet with business owners, project sponsors and stakeholders to obtain requirements regarding the customers' objectives as they relate to projects and the resolution of issues. Provide recommendations to users/customers in prioritizing new development projects, enhancements for existing systems and system maintenance requests.
    • Assist in the development of statements of work defining the responsibilities, deliverables, acceptance criteria and timelines which outline the working relationship with NYISO business partners.
    • Develop solutions and business requirements that will meet the needs of customers and conform to the principles defined in the NYISO Tariffs and Business and Operation Manuals.
    • Ensure proper requirements traceability through the design, development and testing of project components. Assist in the development of product and customer documentation including tariff language, technical bulletins, NYISO Business and Operation manuals, User Guides and training materials. Work closely with NYISO consulting organizations developing solutions and business requirements that meet the needs of our customers and conform to the principles defined in the NYISO Tariffs and Operations Manuals.
    • Obtain approval on the business, functional and technical requirements across all business functions.
    • Provide technical assistance to the Product Manager in the development of business cases to support product enhancements and longer-term product planning efforts.
    • Participate in testing and debugging activities during implementation and for critical productions issues, if required.
    • Actively participate in Business Analyst Working Group meetings.
    • Support NYISO strategic and business plan objectives.

    SUPERVISORY RESPONSIBILITIES

    None.

    QUALIFICATIONS:

    • Bachelor's Degree (BS or BA) Engineering, Information Technology, or other related technical field preferred.
    • Five years of relevant industry-related or professional experience in multi-project environment which demonstrates success in requirements development process, experience with software development life cycle methodology.
    • Must have in depth understanding of the technology and multi-practice disciplines associated with customer development projects.
    • Excellent written and verbal communication skills and knowledge of tools and vendors in the marketplace that provide key functionality to similar environments
    • Business experience in electric power systems or wholesale electric markets desired or equivalent combination of education, training and experience.

    CERTIFICATES, LICENSES, REGISTRATIONS

    International Institute of Business Analysis (IIBA) Certificate desired.

    ADDITIONAL REQUIREMENTS

    • Must have excellent verbal and written communication and management skills. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, market participants and the general public.
    • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, and factor analysis.
    • Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
    • Intermediate competency in Windows operating environment using MS Office suite of applications to include: Word, PowerPoint, Excel, Internet Explorer. Must have an understanding of functionality of various IT software and hardware architectures and ability to apply that knowledge within the NYISO systems and wholesale energy marketplace.
    • Strong knowledge of the Software Development Life Cycle (SDLC) and its phases.
    • Familiarity with market design concepts, energy markets, and regulatory frameworks.
    • Excellent analytical, problem-solving, and communication skills.
    • Ability to work independently and as part of a cross-functional team.

    WORK ENVIRONMENT

    The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
