I am under consideration for an entry-level HR job with a well-known hospital.

Throughout the process, I was told I was being considered for a permanent role at a salary rate. Now that the interview is over, they said the position might not be permanent; therefore, the pay rate is significantly lower than the salary plus no benefits. However, I was told that they are working on getting approval for the permanent role, and in the meantime, they would like to review my references. The role before this, I was at a global company working at a higher level within HR. I was laid off but had a great relationship with my peers and supervisors. I know my references are solid. I was able to get two managers, one director, and one VP to refer me to this hospital. Is it possible that this employer is waiting to review my references to decide if they want to offer me a permanent role? Also, If all goes well would it be a good approach to counteroffer for a salary increase?

My gut says they want you in the door for minimum salary- bait and switch. I may be wrong but ask questions and get in writing: first month $, second month $$.... If they disagree, I'd walk

Counter. Make it clear you want the salary offer they dangled. Then run if they whine.

This employer is trying to get the most experienced person at the lowest rate possible. They're not waiting to review your references until they decide about a temp / permanent role. They're stringing you along as they interview other candidates. I'm so sorry. Please keep your resume and and job search active.
