hello - I'm new to the group - thank you.
I receive numerous emails from recruiters/agencies for positions I am not qualified for on a variety of 'requirements' etc. My info is out there as being in the San Diego CA area, so these folks think because I'm here I can do any position they toss. I have to let these recruiters know why I am not qualified (i.e. no experience, licenses, certifications or expertise in the opportunity listed) and also for the listings of which I am not in a position to relocate to (other locations away from San Diego). A lot of these 'recruiters' are using USA phone #s, but of course, difficult to understand with a language barrier. At the point where I will remove my resume from the job boards and yes, I get the spam stuff too, block the number and delete the information.
I understand that by posting your resume you will get a certain of these kinds of off target reach outs.
But if you don't post your resume and only search for jobs yourself, you're doing all the work.
Recruiters are hunting for candidates every day. You need to put yourself where you can be found.
Some food for thought from a recent white paper:
70% of the global workforce is made up of passive talent—meaning that if companies only rely on inbound traffic, they’re only tapping into 30% of the workforce – they need to be able to find you
68% of organizations say their top recruitment priority is sourcing candidates directly – only possible if they can find you
69% of talent leaders say that sourcing/growing pipeline is their #1 priority for 2021—a strategy only possible through them being able to find you
And most importantly:
Sourced candidates (them finding you) are hired at more than twice the rate at which inbound applicants are hired
I would recommend removing your phone number from any "public" profiles and only sharing with the people you've vetted as being legit.
Also, you don't owe anyone a response! If they can't take the time to ensure the position is a good match, don't waste time replying to them.
If it's something close or you think they'd could be a valuable connection, by all means reply; otherwise, I would not spend time or energy on these people.
Once you start getting more "real" recruiters reaching out, it's much easier to differentiate them from the scammers pretty much immediately.
What job boards are you using? I've found that Monster has thee most spam... and I haven't updated anything on that website for YEARS. I guess what I'm saying is to make sure you stick with reputable job boards and maybe try connecting with recruiters in your space proactively; they'll often share things on LI such as colleagues' job postings and other opportunities.

Thank you for your reply. I do not use Monster, removed my info from that site many years ago. I use quite a few, i.e. Indeed, Zip Recruiter, Talent, seniors4hire, jobing.com, Talent.com, Manpower, etc. and some local staffing agencies who I had utilized in the past as legit.
I know it's rough out there, and may just take the phone # off the resume to obtain via email only. At least that would cut down on the 'spam' calls which thankfully my phone catches before I answer.
