My first interview with an educational organization was just okay because I felt unwell and couldn't reschedule.
I managed to secure a second interview, but it seemed like they were wasting my time or not interested in having a genuine dialogue about the role. With 7 years experience in the field, I was excited to discuss how we could improve the department to serve clients better so it infuriated me that leadership was being so nonchalant. I'm so lost and confused that I don't know what to do next...
if you're still in it, try just sticking with it to see how it plays out. You always have the right of refusal in case of an offer. You had your off day, maybe they had one too.
That doesn't sound like a place you'd really want to work!
Generally, unless they ASK you how you'd change the department, it's not something to bring up. Instead, talk about how excited you would are to be part of the team and to contribute to the path forward.
So, what to do next? Move on and apply somewhere else.

I get the same thing as I try to promote within my department in a government agency. I keep trying as I really like what I do, or I used to love my job, not so much anymore. Keep trying!
This probably isn't a fit.
Find an opportunity where the hiring team is open and eager to have that discussion. This opportunity is nit it. There is nothing to do next.
You can do this if you find the right situation.
Just keep going. If you are not getting a good vibe, go back to the drawing board and keep the search going. If they are this uninvolved in recruitment, I suspect working there will be just as frustrating. They may also be burned out - as so many are - because they are having a hard time filling the job. You could ask them what their experience with the recruitment has been if you get the chance and are still getting the apathy.
Education is a quirky field. Unless they asked you directly, they probably didn't want to hear how you would want to change things. Probably, as the leaders made you angry, it would not have been a good fit anyway. Keep going!
