I have worked with my Latino boss for 8 months.

He is kind, easy going, and supportive. Makes me feel valued. However, he has a few character flaws that make my work very difficult. He changes his mind on a whim. He cuts corners- sometimes unethically- and he allows staff to slack off and be unprofessional without holding them accountable at all. The staff are not happy with this. They have made anonymous comments and have complained to labor union. How do I address this?

Why do you mention that he is Latino? How is that even relevant?

I mentioned it so it was clear that it wasn't necessarily a cultural difference. We are very similar culturally.

Not your problem, nothing to see here. He’s a grown man in a leadership position and he’s responsible for himself and his actions.

Not sure that it’s your responsibility to address if complaints were filed through official channels. Most companies have ethics / code of business conduct guidelines that everyone, especially managers, should be aware of. Different countries have different cultural norms as to what is acceptable behaviour. However, an organization’s ethics and code of business guidelines should be clear.

I agree. The concerns have been shared though our own department channels and not through HR. The only reason I want to address this is that staff are unhappy with me because my boss' decisions affect my work and how the staff view me. I am wondering if I should share my concerns with him in as positive a manner as possible. If my reputation as a mid level manager of the firm continues to be affected by it, I am considering a transfer. But since I love the department I want to try to make it work.
