The only thing the 2nd interviewer asked what questions do you have? After an hour interview with HR director.

I was encouraged by someone I met at a networking event to apply for a job after I emailed her to see if it was still open and if she thought I'd be a good fit. I rocked my interview with the director of HR but then meeting with her, the woman who encouraged me to apply, she had 0 questions for me. All she asked was what questions do you have? Is that standard hiring practice? I'd never experienced that, usually they ask me questions about my skills, experience etc and it's a conversation. But I came prepared and had lots to ask, I was genuinely interested in the job. With my questions, I turned it into a 45 min chat. That part of the interview was scheduled for an hour so I wasn't going over time. I didn't end up getting the job due to lack of experience in that exact role. That's OK, it wasn't for me, but just confusing since my not doing this exact role (I'm transitioning careers) wasn't new information. We'd discussed it more than once and I was still encouraged to apply. Since I see the best in people, I don't believe this was the case, but a friend said it seemed like my interview was a formality/they chose someone else but had to fill an interview quota, which is why no effort was made to ask anything about my experience. At the time, I thought it was because we'd chatted when we first met, so she already knew about my experience etc. Based off this, was my friend right and they were going through the motions, or is this not asking questions except what questions do you have a new type of interview I should be prepared for?
