    Position summary

    3M business interests to and managing relationships with the U.S. Congress and Administration, commercial diplomacy, and other government decision-makers as well as those who influence decisions across the federal government.**

    As a US Federal Advocacy Director, you will have the opportunity to tap into your curiosity and collaborate with some of the most innovative and diverse people around the world. Here, you will make an impact by:

    • Develop and implement 3M's US Federal Government Affairs strategic plan and lobbying efforts.

    • Provide counsel, insight and support to senior executive management on all government-related issues and activities, including ESG-related public policies.

    • Provide inspirational leadership with the ability to anticipate the impact of government policies (both offensive and defensive) for the Company.

    • Work closely with business leaders to identify government-related growth opportunities and develop and implement advocacy strategies for achieving growth goals and objectives.

    • Proactively partner with Public Affairs, Legal, HR, Finance-Tax, Enterprise Supply Chain, R&D and EHS and executives/management to engage and communicate with policymakers and regulators on policies and issues relevant to our corporate reputation, raising 3M's profile and reputation with governments at all levels as a globally respected and admired company.

    • Develop, build, and maintain meaningful and influential relationships with key lawmakers at the U.S. Federal and international levels.

    • Oversee and manage the work of all federal consultants retained by Government Affairs.

    • Monitor key bills, issues, government positions and decisions and pro-actively inform and advise internal decision makers on risks, opportunities and actions to be taken.

    • Work closely with and leverage industry associations, business coalitions and interest groups to pursue policy, legislative, regulatory and trade goals, drive growth, protect the company and raise 3M's public profile.

    • Comply and work together with Ethics and Compliance to achieve the highest level of ethical standards and FCPA compliance in all activities especially in this high-risk public domain.

    • Provide day-to-day management of the United States Federal Government Affairs team.

    Your Skills and Expertise
    To set you up for success in this role from day one, 3M requires (at a minimum) the following qualifications:

    • Bachelor's Degree in Business and/or Political Science/Law (completed and verified prior to start) from an accredited university

    • Ten (10) years of experience in the field of federal government relations or government experience in a private, public, government or military environment

    Additional qualifications that could help you succeed even further in this role include:

    • Master's degree, MBA degree or other advanced degree.

    • Technical: depth of expertise in government policies, legislation and regulatory processes and political dynamics. Strong research, analytical, and critical thinking capabilities.

    • Collaboration and communication skills: External relationships are paramount and include politicians, government executives, industry associations, and industry representative peers.

    • Demonstrates superior interpersonal, negotiating, strategic, analytical and advocacy skills, as well as outstanding listening skills and cultural sensitivity. Ability to engage with a broad range of industry and third-party stakeholders to generate consensus, influence outcomes, and build relationships. Is a great communicator, in written communication and verbal/public communication.

    • Leadership skills: Recognized leader, inclusive - recognizes value of and actively seeks diversity of thought; displays emotional intelligence. Exhibits optimism and belief in our people; has a growth mindset. Engages and inspires; influences and instills trust. Demonstrated abilities to work in teams and delegate effectively, develop and coach others, and create an environment where members feel trusted and empowered to make a difference.

    • Respected Leadership: Widely and highly respected by government officials and government affairs peers. Experience managing complex, high-risk matters: proven ability and track record of achieving successful government affairs outcomes.

    Work location: Hybrid Eligible (Job Duties allow for some remote work but require travel to Washington, DC at least 3 days per week)

    Travel: May include up to 20% domestic/international

    Relocation Assistance: May be authorized

    Applicable to US Applicants Only:The expected compensation range for this position is $215,577 - $263,483, which includes base pay plus variable incentive pay, if eligible. This range represents a good faith estimate for this position.
