    Position summary

    TCC offers a flexible/hybrid model of 3 days onsite and 2 days remote (onsite Tuesdays, Wednesdays and a third day unique to each team or employee).

    The Impact you will have in this role:

    The Enterprise Business Operations (EBO) organization is responsible for all operations and asset services supporting the following DTCC businesses: The Depository Trust Company (DTC), National Securities Clearing Corporation (NSCC), Fixed Income Clearing Corporation (FICC) - Government Securities Division (GSD) & Mortgage-Backed Securities Division (MBSD), Wealth Management Services (WMS), and Insurance & Retirement Services (I&RS). EBO's mission is to provide the securities Industry with superior operations processing and client services support in an environment that minimizes risk and cost while enhancing efficiency.

    FICC Operations provides operational support for the Government Security and Mortgage-Backed Securities divisions of FICC focusing on trade capture, comparison, netting and settlement services to the mortgage-backed and government securities market thus providing operational efficiency to this high dollar value marketplace. A key area of responsibility for the FICC Operations is the support and preparedness of business resiliency and continuity efforts, cyber security events, and default/liquidity management. Along with the Managing Director, the FICC Executive Director sets the strategic direction and provides management oversight of Enterprise Business Operations Fixed Income Clearing Corporation departments of GSD and MBS, which consists of teams across multiple domestic locations.

    Your Primary Responsibilities:

    Risk Accountability

    • Develops and helps implement management and risk mitigation tools into the organizational culture.

    • Develops, communicates and ensures adherence to department risk policies, procedures and best practices.

    • Fosters an environment of regulatory awareness and ensure regulatory compliance.

    • Demonstrates and embeds the behaviors and proficiencies that build a risk management attitude in the organizational culture.

    Business Planning

    • Advances and articulates a long-term vision for their organization consistent with the corporate vision.

    • Engage appropriate collaborators to achieve beneficial outcomes for organizational growth.

    • Collaborates across boundaries to build strategic partnerships and achieve common goals.

    • Articulates a long-term view and a shared vision with others and encourages agreement.

    Human Resource Management/Staff Development

    • Builds and handles workforce based on organizational goals, budget considerations, and staffing needs.

    • Establishes the climate of the department/business unit regarding communication, trust, diversity, employee happiness, and problem-resolution.

    • Builds organizational talent by supporting staff development, career resiliency, and succession planning.

    • Effectively leads a multi-site, diverse and multi-generational workforce amid a variety of work situations.

    • Develops human capital depth through a strong succession planning model.

    Operational

    • Ensure the design, development, and maintenance of procedures adequately address regulatory and compliance standards and risk mitigation.

    • Ensure departmental goals are tied to corporate goals.

    • Ensure business continuity and disaster recovery mandates are met.

    • Holds self and management accountable for measurable high-quality, timely, and efficient results.

    Quality/Customer Service/Relationship Management

    • Oversees and approves internal and client benchmarks as appropriate.

    • Partners with Product Management define new business/ revenue opportunities.

    • Establishes and maintains internal and external customer relationships and is accountable for the results of customer satisfaction surveys.

    Regulatory

    • Is accountable for results of audits, risk assessments, and compliance with industry-related legislation.

    • Maintains a deep understanding of the business and is current with the business regulatory requirements.

    • Provides input to and facilitates departmental risk assessment reports.

    • Fosters a risk management culture through implementation and demonstration of processes and procedures which identify and mitigate risk.

    Financial & Administrative

    • It is responsible for establishing and maintaining the financial budget for areas of responsibility.

    • Supervises expenditures and uses cost-benefit thinking to set priorities.

    Qualifications:

    • Minimum of 15 years of related experience

    • Bachelor's degree preferred or equivalent experience

    Talents Needed for Success:

    • 15+ years of related experience in Securities Settlement Operations, with a focus on Fedwire Securities Settlement required

    • Experience with both Government Securities and Mortgage-Backed Securities, particularly in leading relevant Operations teams required

    • Broad knowledge of Repo products, Inter-Dealer brokers, Clearing Bank functionality and SIFMA Good Delivery Guidelines required

    • Multi-site support model management experience preferred

    • Proven leadership, relationship management, analytical, risk management, and communication skills.
