The Impact you will have in this role:
The Executive Director, Network Operations Engineering, is a senior leader in IT responsible for strategic direction, operational excellence, and security of DTCC's network infrastructure within a highly regulated financial services environment. This role ensures the observability, availability, performance, and resilience of DTCC's network. The Executive Director will lead teams of network engineers responsible for core network services, Campus Operations, Network Tools and Automation. This role is responsible for driving operational innovation and excellence while ensuring compliance with industry regulations, technology best practices and the highest level of security standards. This role will be instrumental in advancing our Zero Trust strategy, including micro-segmentation, identity-aware access, and posture-based policy enforcement across hybrid environments
Candidate must have experience with modern networking technologies, application stacks and loosely coupled architectures, strong leadership and collaboration skills and expertise in delivering large scale technology implementations.
Your Primary Responsibilities:
Strategic & Operational Leadership
Develop and implement a forward-looking network operations strategy aligned with business goals and regulatory requirements.
Lead in the migration from legacy infrastructure to modern, scalable, and secure network architectures (e.g., SD-WAN, cloud networking, zero-trust models) and drive operational adoption.
Partner with client facing teams (internal and external) on SLAs and timely incident resolution.
Establish and/or maintain consistent, efficient and effective processes and procedures that ensure predictable delivery of networking solutions.
Ensure 24/7 operational support for critically important financial systems and trading platforms.
Risk, Compliance & Security
Partner with cybersecurity, risk, and compliance teams to ensure network infrastructure meets FFIEC, FINRA, SEC, DORA and other regulatory standards.
Implement robust controls, monitoring, and incident response protocols to mitigate operational and cyber risks.
Foster a risk management culture through implementation and demonstration of processes and procedures which identify and mitigate risk.
Team Management
Lead, mentor, and develop a high-performing team of network professionals.
Lead vendor relationships, contracts, and service-level agreements (SLAs) with telecom providers and technology partners.
Run cross project and workstream coordination across vendors, teams, and oversight bodies.
Performance & Resilience
Supervise network performance monitoring, conduct capacity planning, and develop disaster recovery strategies.
Drive continuous improvement through automation, analytics, and proactive issue resolution.
Collaboration & Communication
Serve as a "Change Agent" who brings a sense of urgency and can mobilize resources and implement initiatives on time.
Serve as a key liaison between technology and business units, ensuring network strategies support evolving financial services needs.
Provide executive-level reporting on network health, risks, and critical initiatives.
Instrumentation
Lead our enterprise network instrumentation and observability strategy.
Own the deployment and integration of sophisticated tools including Cisco vManage, ThousandEyes, SolarWinds, Netbrain and NetScout, driving automation and real-time visibility across our infrastructure.
Champion scalable observability frameworks, ensure alignment with business continuity goals, and guide multi-functional teams in using telemetry and diagnostics to enhance performance, resilience, and operational efficiency.
Vendor Management
Cisco Routing/Switching/Wireless and associated Management Platforms: Nexus Dashboard Fabric Contoller, Catalyst Center, Cisco Catalyst SD-WAN Manage.
Network load balancing (F5), Palo Alto firewalls, Zscaler cloud security platforms for end-user proxy and private access.
Event Correlation: Lead the integration of telemetry and alerting systems (e.g., SolarWinds, NetScout, ThousandEyes) to deliver actionable insights through real-time event correlation and root cause analysis 2.

Qualifications:
15+ years of progressive experience in network operations, with at least 5 years in a senior leadership role within financial services or a similarly regulated industry.
Deep expertise in multi-vendor enterprise networking technologies and protocols (LAN/WAN, SD-WAN, VPN, firewalls, cloud networking, BGP, OSPF, EIGRP, MPLS).
Solid understanding of financial services, regulatory frameworks and cybersecurity best practices.
Consistent record of leading large-scale network transformations and running sophisticated multi-site environments.
Certifications such as CCNP/CCIE, CISSP, or equivalent is highly desirable.
Prior Financial Services experience is highly preferred. Alternatively, must have prior experience working in a regulated environment and managing / partnering with industry regulators
Combination of excellent leadership/management, technology, analytical, organizational, and communication skills.
Bachelor's or master's degree in computer science, Information Technology, or related field preferred.
