This role sits within the Institutional Securities Compliance Trade Surveillance team, in the 2nd Line of Defense; this role's success will be inextricably tied to the candidate's ability to communicate effectively and build strong working relationships with technology teams. As Product Owner, the candidate will be responsible for working closely with Agile technology squads to provide project prioritization, explain user requirements, maintain relationships with NASDAQ as a supplier of the NTS surveillance tool, monitor and progress technology requirements with other internal teams, prepare management reporting and communicate back to compliance stakeholders (including senior management) on project progress across a wide range of subjects, improvements and new implementation projects. While the role does not encompass direct line management responsibilities, the successful candidate will achieve their objectives by working in close partnership and delivering through others, building strong relationships based on respect and mutual engagement across technology and compliance teams. The candidate will also be responsible for supporting the Surveillance Technology Fleet Lead with management reporting and oversight across the wider Institutional Securities Trade Surveillance technology fleet. The candidate will need to maintain an understanding of the overall fleet activities as they will be called on to serve as the Fleet Lead's delegate at internal and external meetings. Primary Responsibilities > Prioritize NTS squad JIRA tickets in line with the strategic and risk requirements of surveillance users and organizational objectives > Participate in all NTS squad meetings as appropriate, including grooming, retrospective, stand-up and prioritization meetings > Maintain issue tracker logs, track communications with NASDAQ, lead meetings, produce minutes and track action items > Build strong direct working relationships with the relevant global surveillance leads > Fully embed with relevant technology squads and develop a deep understanding of all live tasks to communicate status and challenges to the compliance users > Deliver effective communication on technical matters to compliance users > Support the development of complete user requirements from surveillance users to the technology squads - serving as a translator between teams > Identify and escalate challenges and risks in a timely manner to the Fleet Lead > Prepare materials for regular internal meetings, including quarterly progress reports and lead Essential Experience > Deep experience with the technical elements of implementation of market abuse trade surveillance systems (e.g., NTS, TradingHub, NICE Actimize, Scila or similar) either as a developer, business analyst or product owner > Vendor relationship management and issues tracking, or formal issues management/relationship management with an internal service provider > Leadership either through direct line management or delivering through others, where the candidate has been responsible for managing projects, cross-functional teams or other groups of high-performing professionals > Applied data quality controls experience, either through design, execution, or resolution of data quality monitoring > Working knowledge of financial products, venue market structure and exchange-traded products > Practical understanding of market abuse behaviors, risks and manifestations Desirable Experience > Specific experience with NTS (Nasdaq SMARTS), including new market integration, alert threshold calibration, and data quality management > Established track record as a surveillance analyst user of market abuse surveillance tools > Experience with incident management, either in operational risk or technology failure incidents > Data analytics capabilities, including the ability to examine data quality datasets to identify potential sources of errors > Experience working in Agile environments, and an understanding of Agile team roles and structures Skills and Qualities > Respectful pursuit of excellence, capable of working with global teams and building strong sustainable relationships > Demonstrable intellectual curiosity and independent pursuit of strategic goals > Excellent verbal and written English communication skills - ability to correspond effectively with different teams and varying levels of seniority within the organization > Strong analytical skills and a passion for storytelling through data > The capability to serve as a translator to build relationships across technology and user teams > Interest in or appreciation for technology, data, and metrics reporting > Ability to work with cross-functional, and cross-regional, teams spanning Compliance and Technology > Excellent presentation and interpersonal skills, including the ability to communicate clearly and concisely > Proficiency with Microsoft Office suite (PowerPoint, Excel, Word, Teams)WHAT YOU CAN EXPECT FROM MORGAN STANLEY:We are committed to maintaining the first-class service and high standard of excellence that have defined Morgan Stanley for over 89 years. The successful candidate may be eligible for an annual discretionary incentive compensation award. The successful candidate may be eligible to participate in the relevant business unit's incentive compensation plan, which also may include a discretionary bonus component.
