Monitor work environment and direct allocation of resources to ensure adequate staffing to meet production and member service standards
Identify and resolve operational and performance gaps and obstacles; implement changes and improvements
Review fraud investigation cases involving high dollar impact ($50,000 +) and take appropriate action
Provide forward thinking and technical expertise in current and emerging technologies, trends and practices
Develop, recommend, and implement new/updated fraud policies and procedures, changes to fraud detection systems, and goals and priorities for the branch as necessitated by demands, changing conditions, or management request
Involved in driving continuous process improvement to increase member experience quality; reduce fraud losses; minimize financial and reputational risk, and maintain high operational efficiency
Oversee the resolution of fraud investigations conducted by investigative staff of alleged loss of NFCU's assets
Analyze systems, tools and new technologies to optimize methods to minimize financial and membership risk
Advise senior management regarding threats which may affect the financial services sector, NFCU, and/or its members
Provide applicable fraud trends/findings to threat intelligence community and internal business partners
Provide thorough data analysis to support investigative findings required for leadership validation
Develop appropriate fraud prevention strategies based on intelligence received from identified trends, referrals, etc.
Develop, submit, and maintain compliance reports required by NCUA and FFIEC regulations
Ensure prompt identification and timely resolution of security incidents
Assist with managing in-house and outsourced services for quality performance and fulfillment of service level agreements
Monitor and analyze security incidents to protect NFCU's information and assets from unauthorized access, misuse, modification and/or destruction
Monitor key performance indicators, determine gaps in performance metrics, and recommend/execute change management techniques for improvements
Assist with leading change management efforts, cross-functional initiatives and department/organization projects
Assist with developing and overseeing strategies to identify, detect, and prevent fraudulent activity
Maintain thorough knowledge of applicable federal and state laws, rules, regulations and NFCU policies and procedures
Monitor internal processes and perform quality control audits to ensure compliance with applicable federal and state laws, rules, regulations, and NFCU policies and procedures
Oversee the monitoring, identification and resolution of security incidents to detect threats and secure member and NFCU assets
Partner with ISD and other Security divisions to ensure in-depth investigations and timely resolutions
Assist with developing and overseeing training and development programs for staff; evaluate training programs to ensure effectiveness
Perform other duties as assigned
Qualifications
Advanced knowledge of applicable federal and state laws, rules and regulations
Significant progressively responsible experience leading and managing a security operations center, preferably in a large financial institution
Advanced knowledge of IT systems, infrastructures, processes, fraud strategies
Advanced knowledge of financial institution threat landscape, and current security technologies
Advanced knowledge of fraud and loss mitigation investigative procedures
Significant experience supervising and leading employees
Significant experience working with all levels of staff, management, stakeholders, vendors
Experience managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact
Working knowledge of data querying, reporting, forecasting, analysis and operations research, including statistical methods and modeling
Working knowledge of change management principles and practices
Significant experience collaborating across organizational boundaries and building partnerships across functions
Effective skill developing and implementing programs in a leadership role
Advanced skill identifying and analyzing business requirements and recommending solutions
Advanced skill presenting findings, conclusions, alternatives and information clearly and concisely
Advanced skill building effective relationships through rapport, trust, diplomacy and tact
Advanced skill producing desired results to achieve goals and objectives
Advanced analytical thinking skills to include summarizing information and clearly identifying key elements, patterns, results or relationships

Bachelor's degree in Business Administration, Information Systems, Security Management, or related field, or the equivalent combination of education, training and experience
Desired Qualifications
Working knowledge of NFCU's functions, philosophy, operations, systems, software, and organizational objectives
CFE, CRISC, CISM, CISSP Certification
