The Manager of Interconnection Construction Management will assist the Director, Interconnection Planning in accomplishing the following goals:
• Lead the Interconnection Construction Management department, ensuring projects align with PJM planning principles and regulatory standards
• Oversee generator interconnection projects, ensuring they meet milestones and contractual obligations
• Coordinate with PJM Interconnection Analysis for completion of required studies and evaluations to support required changes
• Work closely with System Planning, Operations, and Markets teams to ensure seamless coordination
• Engage with stakeholders, regulatory bodies, and members to address concerns and maintain transparency
• Ensure PJM's interconnection process is efficient, competitive, and non-discriminatory
• Support staff in development and establishment of PJM core values
Essential Functions:**
Manages and provides leadership to the Interconnection Construction Management staff at PJM.
Creates the department vision, strategy, goals and objectives and communicates it to departmental staff.
Develops and implements tactical plans consistent with the departmental strategy.
Provides leadership and technical expertise and training to staff in the completion of project management and complex engineering assignments that support present and future needs of PJM System Planning.
Develops and manages a departmental budget within the overall company budgeting process.
Manages large and complex engineering assignments that support present and future needs of the PJM System related to Generation and Merchant Transmission Interconnection projects.
Demonstrates ability to plan, execute, and complete complex analyses on schedule and within budget.
Develops and implements the capability to perform analyses related to, and coordinate all studies related to the interconnection of new generating facilities and merchant transmission facilities.
Develops and implements the capability to perform project management functions for all interconnection requests and create all related interconnection agreements for new projects.
Monitors and analyzes existing study methods and promotes the development of new and innovative methods and the introduction of improved and emerging technologies in the planning process.
Prepares reports and presentations as necessary to support activities associated with the System Planning Division.
Manages the design, development and implementation of PJM's planning tools.
Manages and coordinates the development of recommendations to PJM and member company management based on detailed knowledge of engineering industry criteria, practices, and government regulations for the development and implementation of new bulk power facilities, programs, procedures, and policies for interconnection projects.
Develops benchmarks and measures the ongoing effectiveness of relevant processes and systems.
Consolidates improvements and produces effective change initiatives.
Supports the development and implementation of the strategic initiatives of the organization.
Supports stakeholder outreach activities to gather input related to the implementation of the planning process and the achievement of organizational goals.
Develops, communicates, and implements effective administrative strategies that support short, mid- and long-term objectives.
Supports the activities of PJM or industry committees, task forces, or stakeholder groups involving issues related to planning and engineering.
In addition, the Manager, Interconnection Construction Management must:
Demonstrate an in-depth understanding of power system engineering concepts, principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM operations, planning, and markets.
Demonstrate an in-depth understanding of evolving industry regulatory issues as they apply to the PJM System and the role of the PJM OI as an RTO.
Possess a detailed understanding of PJM planning and operations.
Possess an in-depth understanding of the PJM Agreements and Tariffs
Be recognized as a problem solver that proactively addresses customer needs and reliability requirements with innovative, creative, and cost-effective solutions.
Establish a sense of urgency to complete tasks in an efficient and cost-effective manner.
Empower staff to complete duties aligned with the vision.
Characteristics and Qualifications:
Required:
BS degree in Engineering or equivalent work experience
2+ years of leadership experience in a managerial/supervisory role.
At least 10 years of experience related work experience, which should include an in-depth knowledge of power system engineering principles, theories, regulations, standards, reliability concepts, and techniques
At least 8 years of experience power system engineering concepts, principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM operations and planning
