Enough is enough
It's time to stop giving more of yourself and saying YES to everything.
--Someone quits and you're asked to take on their workload. You say YES.
--You're given the promotion but not the raise you deserve because "there's not enough money left in the budget". You say YES and take it anyway.
Unfortunately, these are not just frequent issues that come with a COVID-19 world. They were there before 2020 hit and will be there forever...
...unless you stand up and start saying NO.
Do that nicely by saying:
--"Here's what I'm currently doing and how it's impacting the company. If I add anything else to my workload my regular responsibilities will suffer and the company will be impacted."
--"I absolutely want this promotion and to make the numbers work out for both of us. Because of X, Y, Z the number that works for me is $________. If that doesn't work for you can you explain why?"
(Excuses from your employer such as "I don't have anyone else to do it" and "I don't have that in the budget" ARE NOT YOUR PROBLEM).
You are missing out on opportunities, money, a manageable workload, etc. because you say YES to everything except what actually helps YOU.
It's bad for you and will eventually come full circle and negatively impact your employer as well.
