    Position summary

    nt, risk mitigation alternatives and makes recommendations on appropriate construction-related actions for MPO's major projects and programs.

    • Participate in initial field reviews to provide feedback about project alternatives to Engineering and Environmental and provide advice regarding construction feasibility.

    • Construction Contractor Selection: Upon determination of a Contract Development strategy for the project, provide expert recommendation in the preparation of project development bid specifications and Request for Proposals (RFPs) for Contractors; participate in Bidder's conferences, and job walks, review and respond to RFIs, provide technical evaluation of bid proposals and scoring for a risk-informed award discussion.

    • Lead Analysis for Construction Activities: Provide oversight, advise, and monitor risks, scope, schedule, and budget.

    • Construction Contract Oversight: Validate contractor change orders, field accounting, project control activities, and payment authorization requests and make recommendations for approval, rejection, or modification. Assist in resolving claims and disputes with contractors.

    • Construction Expertise: Function as a Transmission and/or Substation construction SM and advise the Project Manager on enforcement of the contract and implement construction solutions to mitigate construction-related risk.

    • Lead multiple project stakeholders in creating project construction plans, gathering data, assessing information, performing analysis, and developing recommendations.

    The essentials

    • Ten (10) or more years of project/program management experience and working on utility infrastructure construction related projects/programs.

    The preferred

    • Experience using Microsoft Word, Excel, Access, PowerPoint, Project, Google Earth Pro, and Adobe Acrobat Pro.

    • Experience working with the development, regulatory requirements, and processes related to the construction, maintenance, and operation of electrical transmission and substation projects and systems.

    • Demonstrated experience with substation, transmission and sub-transmission systems, right-of-way management, operations, planning, policies and procedures, design and construction; maintenance; operational methods and processes, and safe work methods and practices.

    • Demonstrated experience with rules and regulations governing bulk power, sub-transmission line, substation construction, maintenance and operation (such as CPUC Regulations G.O. 95, 128, & 165C), and the regulatory requirements related to the processing of SCE's applications for licenses and permits for the construction, maintenance, and operation of bulk power, sub-transmission and substation projects (such as CPUC Regulation G.O. 131D, CEQA, and NEPA).

    • Experience driving projects and leading cross-functional project teams.

    • Knowledge of transmission and substation equipment, tools, materials, vehicles, and safety practices.

    • Ability to interface effectively and collaborate with clients, peers, project personnel, and all levels of management to develop solutions and ensure a successful project.

    • Ability to take initiative and accountability for results, and to work on numerous projects in an environment with minimum supervision.

    • Ability to create and maintain a safety conscious work environment.

    • Ability to integrate work across relevant areas, develop the business and services to improve customer satisfaction and efficiency, manage risks appropriately, develop and implement business plans, manage information, and provide outstanding service to internal and external customers.

    • Effective resource and project planning, decision-making, results delivery, team building, and the ability to know the latest with relevant technology and innovation.

    • Strong ethics, influence and negotiation, leadership, people skills, written and verbal communication, and the ability to effectively manage stress and engage in continuous learning.

    You should know

    • This position's work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.
