Prior to the meeting, send an email with an agenda and allocate time for each part-- if necessary, make it by person instead of agenda item, and give this guy 5 minutes. Say something in the email that we're all busy and want to make the meeting as productive as possible while respecting everyone's time.

At the beginning of the meeting, ground rules should be set - generally. Whoever is presiding should tell everyone to "make space, take space" - meaning, make space means do not dominate the meeting and take space meaning, everyone should say something of need be..... that way everyone gets the memo.... everyone should be time conscious...
