Typically an objective statement on a resume is not needed, but in this case why not include one to make it clear you are looking to pivot your career. Something like
Objective: Seeking to bring my extensive experience in corporate communications to a role in strategy and strategic partnerships.
Then only apply to those types of roles and your objective is clear why someone like you is applying.
Then list your experience chronologically but include accomplishments where strategy was used. Good luck!

Please do not use a functional resume, ever.
Recruiters skip them, and if you do make the first screening round.... I'm a hiring manager, and I'd pass on it myself.
We need to know where you worked, when you were there, what contributions and accomplishments you had, and what skills you bring.
Functional eliminates dates, and the entire timeline of your career trajectory is lost.
Please stick with chronological, thanks!
