The better question is "how do I handle it when I'm talked over in a meeting by my boss?"
You can't control your boss, and if everyone else is okay with it, you probably won't get anywhere asking to be heard.

Also, be sure to put your main point at the beginning of a sentence and keep whatever you say short. Someone with a short attention span will hate it if you start with irrelevant or mitigating language (like "this may not be possible but..." "I know what you're saying but we could also...").
I used to have a coworker who would beat about the bush seemingly forever, and I would cut her off. It appeared rude to her, but to me, taking up too much time in a meeting is rude!

Have you tried to have a private chat with your manager and express this? If not, sounds like the natural first step. May not be easy and you also need to make sure you're presenting it on YOUR pov and not speak for others and name names. AND no, the best practice then would not to have a group meeting to discuss this. Try communication, hoping that you taking the time to say you value what they have to say as their leader but also the other partners in the dept.
