Are you currently employed? If so, and you have a genuine interest to get into HR, take some time to truly understand the HR role and what specific role in HR you'd like to get into and seek to gain knowledge in that area - maybe a certification or a couple of classes or something. HR is definitely not hiring, promoting positions (?), and development. There is A LOT more to it than that. Maybe explore HR communications - although when cuts are made, that's among the first to go.

While I would never want to discourage someone from following their dreams, I would not recommend this as the best time to try to transition into HR.
HR and Talent Acquisition have been decimated in the layoffs these last two years so you would be competing against very qualified experienced jobseekers.
