I've been there. The scapegoat, as an outside group conflict counselor told me they spending several months with each on the team: me, two other staffers, and two supervisors,. One of the staffers was the person targeting me. The staffers and at least one of the supervisors said I was the problem in the group, but the group conflict counselor said I was being scapegoated by the staffer and my supervisor... Even after this information was given to higher ups, nothing has changed except I'm no longer a supervisor of my office. I've since been threatened with termination and my work has been seriously scrutinized. Nothing has changed. I'm still being targeted. 30 years on this job and I'm now looking to get out. It's not worth the mental toll it has taken..
