HR and IT jobs are quite different -so it's difficult to see how your bachelor's degree and experience correspond to both. Are you new the the workforce and trying to find your path? If by outsourcing you are referring to using a headhunter or recruitment service of some kind, then that makes me wonder if your experience includes only administrative or clerical roles? If yes, then that is why you can't get into mid-management - you don't have management experience. You need to look for an opportunity to start increasing your responsibilities, supervising staff, etc. You might try moving into an Office Manager role first, this seems more directly aligned with your implied skill set. Then from there, you may be able to transition to HR. Alternatively, you could look for an administrative position in HR which will help you gain exposure and experience in the HR field. And position you for opportunities that open within that employer in HR. But without more information, I don't see anything related to IT unless it is administrative.

Thank you for sharing....I have the exact issue, it's terrible. I have had to take an admin position on a temp basis. I have worked with a coach and rewrote my LinkedIn and I am getting noticed; now I have to pick the correct position with purpose. MS degree, skills and office experience, but because of no HR experience, I couldnt get an HR glimpse. HR really is a hard field to enter, but with perseverance and the right timing it can be done.
