UPDATE: I applied for the job and was told that it's more technical than my skill set. My manager told me he is working on getting me promoted and "hopes" to have it done by the end of the year. I won't be holding my breath as I've been told this since August. I appreciate everyone's input, and that resume is polished and ready to start going out when I found something I feel would fit my needs.
Why I needed his permission is it's under the same director and he wanted to make sure it was fine. I applied anyway and you saw above what the answer was. I may look within the company, in another division, or may just move on and find somewhere that is going to value and appreciate my skills. Thank you again.
