Interesting research. For clarification, are you only seeking "in-house" HR trainers? Most of the companies I've worked for barely had 1 HR person and they outsourced - if they did anything at all. Sometimes it was a partnership perk (with a benefits provider like insurance or professional development). Sometimes they asked Sr. leadership to provide lunch and learn sessions to the staff esp . if Sr. leadership had a terminal degree). Sometimes they had several HR folks, but they used outside consultants.
From the sessions I've attended, the ratio depends on the work. If care and attention to break out teams is needed, you'll need more trainers (or assistants). I've seen 1 trainer present to <100 people, but it was more lecture style. Even with break out sessions, it was only if there were highly skilled participants who could lead the small group work.
More typically, I've seen 1 trainer to 15-20 people. The best in-person training session I saw was 1 lead trainer + 2 assistants for 80 people. The best online training session I saw was 1 trainer plus 2 assistants managing virtual chat /Q&A while presenting to 100-130 virtual attendees.
