How does the job search function work?

Question

I have tried repeatedly to search for jobs on this site but find that the search completely ignores any search terms and provides national listings even when I narrow down by zip code (I am near a major city).  It seems like most of the listing are just for insurance adjusters or something at big huge companies.  What is the point of these listings?

I don't think they have enough job posts to apply filters yet, that is what I am thinking.
