are companies allowed to exclude EAD holders from applying?

I have an EAD- employment authorization document, so I'm legally allowed to work in the US. I do not have a green card, yet. But every once in a while I'll see job ads that say "Must be a U.S. citizen or permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum." and it is not a government agency -in which case I'd understand- but it is a private company. I only want to know: are companies allowed to do that?

It may be a private company but their customers can dictate what type of individuals they can hire - the position may be servicing a customer that has such restrictions in place such as a State, Federal or other government entity. In short, yes, they can depending on the service they provide and their customer requirements.
