At the company where I work more often, I see prospective hires starting as a volunteer for a month or two to test the waters in the company at sight, then being hired as full-time staff—an excellent opportunity to network and to show what you can do without risks to either side. Being there, done that. The investment paid off sooner than expected.

Another possibility is to offer your services on a project basis rather than go through a temp agency. In other words, suggest a a two-month tryout at reduced pay (if target employer lacks an internship program) with expectation that you'll get seriously considered for permanent employment upon successful completion of the project.
