Yes, but I am looking for post-doctoral fellowships and higher education roles, so I expected this. I have used an unofficial transcript with everything except the graduation and a copy of my diploma that I usually upload for these roles. If you have a copy of the diploma, upload that instead of the transcript and offer the transcript for later stages in the process. You can order these through your university's clearinghouse and have them sent directly to the employer. How to do this should be easily seen on the University website. If you can't find it, call their tech support department. My husband went through this and had trouble logging in, so he had to go through tech support. It all depends on how long ago your degree was and whether you remember your technology credentials. It is always good to have an "official transcript" on hand you can scan so you have something to upload if they ask for it, so order one for yourself, too. For the roles I have applied, the unofficial transcript is sufficient. Unless you are applying for something technically specific where particular curricula are required, an official transcript is an overreach by the employer. It is easy enough to verify graduation, which should be sufficient for anything else.
As a side note, when I got my diploma for my first master's degree, the diploma came with an official transcript that is still in the box with the diploma. You may have one and not even be aware.
