The job market is rather crazy now. It has many more hurdles and hoops to jump through than even 5 years ago. A good resume is a start. Other things you can do are to update your LinkedIn profile - not just previous positions, but also the places like "about" that let you describe yourself and what you are looking for.
Another potential issue is that your current toxic situation could affect how you come across in interviews. Try to be positive and discuss successes when discussing a position with a recruiter or company.

Hang in there. I am in similar boat. Take breaks but stay consistent with applying and using your network. Also, when you can, follow up with recruiters after you applied for a role - letting them know you applied. Additionally, remember to follow the companies you apply to on LinkedIn and keep applying to the same company of interested as there are different recruiters for the same company - one No is not a no from the entire company.
