I got outreach from a recruiter at a company, an exciting thing. The job looks like a good fit for me. I realized that someone I used to work with 2 jobs back and haven't talked to in a few years is actually the head of the department. What do others think is the best timing for reaching out to that person who you have the previous relationshp? Immediately before talking to the recruiter? Or after you've vetted with the recruiter? Do you mention the relationship with the head of department to the recruiter when you talk to them? I'm very curious what recruiters on this list think. Thanks in advance for the good advice!

If the job is posted publicly then your reaching out is not unethical. If, on the other hand, the job has been shared with you by the recruiter only, I would let them know you are interested and can reach out personally to a contact you have history with.
Recruiters often just compile information on availability of likely candidates and try matching them with publicly posted jobs. In these cases the recruiter does not have a formal agreement with the company and will be looking to the candidate for a placement fee.
In the case of a formal recruiting or placement Agreement, the employer has agreed to a fee for successful placement of qualified candidates.
