Hey there - I'm so sorry this draining. Managing other people can definitely have an emotional tax. When someone wants a promotion, but their manager isn't ready to give them one, usually there's a gap in clarity between parties. It sounds like you have some clarity on the requirements for promotion, but there might need to be more specificity to make sure you're each interpreting communication the same - so much can get lost in translation (I.e. she thinks she's delivering the thing, but she's really not or missing pieces or small nuances) I think this is one of the harder things that managers need to do (so be gentle with yourself and the learning curve). One question to workshop with yourself is: "if I were being brutally honest, what would I tell her to do to help herself?" And then ask yourself how you can share that with her in a kind way (maybe not necessarily "nice" but kind) Additionally, I've seen people give feedback on maturity level (which sounds like there might be a bit of that happening here) and have it land really well and be productive.
