It's time to move on. Like others mentioned, start looking for other opportunities. Get a recruiter involved to assist. You don't mention what your current role is, only that it's an admin role. So for starters, work on your resume, think of your next role, the opportunity you want and type of company. Start networking. You've been at the company for 20 yrs so alot has changed in the hiring process. A recruiter will help guide you.

As other people have mentioned, HR is not necessarily on your side. Instead, HR seems to look after the interest of the company rather than the employees.
