What should I do in these uncertain times ?

I recently received a job offer from one of the mid sized private company. The pay is good but the tech stack is completely different than what I have been working on since past 10 years . Looking at the COVID-19 situation and market conditions right now, will it be a good call to make a move at this time ? Everybody is saying a recession is likely to hit. I am afraid that since I will be a newbie and low contributor in the company (considering the technologies they work) I will be most likely get affected if they start laying off people. Also, how tough it is to learn PHP, Javascript from .net ! What should I do ? Should I accept the offer and leave my current job (high job security) ?

Each time I've taken a risky or quasi-risky career/job jump , I tried to make sure the positives outweighed the negatives (which seems like a obvious thing to do) Items in the positive side where anything that I wanted from my career or my life (new opportunities, new skills, more money and/or a new step up in title), things in the negative side where usually the unmove-ables in my life (time away from my kids, no health insurance, too much risk) I tried to, but didn't always have the resources to, make sure I had some financial padding before I leapt just in case the leap looked good on paper, then turned out to be the wrong choice and I had to start looking for another job. On learning new dev languages - you learned your current stack so you can learn the new stack and you'll learn the next new language or system or process that comes down the pipe. Technology keeps moving and you will move along with it.

Sorry if I put this wrong . I am currently working at a state agency for 4 years now. My total IT job experience is 10 years. Yes, I have been looking for a while before I landed in this opportunity. My current work place is boring, laid back , no challenges. I feel even I am getting drained into that . Definitely I am quiet under paid at state agency.

You've been with your current employer for some time. (Is it 10 years?) You have high job security. You received a job offer, which means you are either searching or open to exploring job possibilities. Is there something you aren't telling us? Are you looking to do something new and different? Are you looking for higher pay? Are you unhappy at your current job because of culture or behaviors you find uncomfortable? Why are you looking for a new job and how important is it to you? Is it worth risk when the job market is so unstable? Only you can answer that.

If you are employed and have high Job security, no don’t jump. Rather take the opportunity with maybe more free time to do an online course in the new tech stack. There are accredited well known colleges with free to very cheap teaching these programs like EDX, Coursera, and others. No promises are valid with a force majure clause in contracts with this pandemic. This will turn around. I wouldn’t actively seek new employment unless you are being harassed until a vaccine is in the market.

That depends.. what are your reasons for leaving the current job? if you reckon you'd reach more of your personal and career goals at the new place I'd take the chance, or even mention your concerns to their recruiter to see if they have any kind of job security clauses for new staff given the COVID situation?

I totally agree. The best thing you can do is talk to the HR contact and let them know your concerns. You can always ask for something in writing about how they plan to secure new hires against potential layoffs. If they can't give you the peace of mind you seek, and you are in a secure position, stay where you are and wait it out.

I did ask HR about these concerns and issues, but they said they cannot give anything in writing or commit anything! I even spoke to the director, and he said that they are safe and not planning any layoff's in near future.

I would want to understand his reasoning for that belief prior to accepting that position. If it is an unimpacted part of the economy and they can show you that, great. But I would be very transparent about the concerns about 'last in, first' out and see what the response is. If they are transparent with you, and the move is positive for your career, go with your gut.
