In June of last year, I applied for and got a promotion within my company. This required a transfer to a new department. In November, the five least senior people in the department were downsized due to budget issues. I was offered, and accepted, a return to an equivalent position in my old department, rather than be completely unemployed. As a part of the move, I was promised that I would retain my seniority "credit" within my old department. HR also promised to take the situation into consideration when I (and the others similarly impacted) applied for new positions. Prior to the move, and since returning, my annual reviews (last on in January 2020) have been "exceeds expectations" in all categories. I am performing above the metric for the top pay grade for my position.
I applied for a promotion within my current department this month. I didn't get it, despite being told that I was "an excellent candidate" by my supervisor and HR. When I asked for feedback on what I could do differently to improve, he offered no feedback.
