Both roles are roles including HRBP are roles that I’m targeting. Although many of the skills are highlighted on my resume, I have not received any positive feedback.

Perhaps something related to building community or connections? You have to look at the skills and experience being a recruiter has given you to see if there is cross over in another field. Think as though you were recruiting yourself for a non-recruiter job, if that makes sense. What would you want to see on your resume that would encourage you to give yourself an interview?
