Startups that are 3 years old should have had a couple of rounds of funding by now (I'm not talking about Angel Investors). So if they are well funded , insurance is the least of your worries.
I would concentrate on where they are on executing their business plan, what round of funding they are on, what their plan is for hiring staff, etc.
Yes you will have a small budget, yes you will be lucky to receive benefits, yes you need to ask a bunch more questions. Startups are fun, lots if work and rewarding. They can also be a waste of time, ego driven and dysfunctional.
