I used a one note with a massive excel file - over the years i found it was great to have it in a shared drive where folks could update content but required a change log and bi-annual review of content accuracy.
I also would recommend some culture club, change champions, or innovative circles (get a few peers to gauge their thoughts) if you know what others would like to get out of the information, how they prefer to access it, what organizationally makes the most sense for the most amount of folks - that will help significantly. It will also help later to get others on board with your new process enhancement knowing that what you share has come from the thoughts and shared ideas of your group. Good luck!

I don't have a template, but we do have operating procedures for our office that have a title (what the procedure is for), an explanation (if necessary), and then each step to follow. If a checklist is necessary, we create a separate excel document with the same (or similar title). And then we have someone who doesn't do the job but knows the basics, review the procedure to make sure it could be done by others.
