Hold an offer?
I have an offer from a company for a job similar to what I have done in the past. I had an onsite interview a few days earlier with another company that I thought went really well for a job that is more focused on my interests. The offer was for less base salary than I was expecting. I countered on pay and vacation, but they only gave me a bump on vacation. I am debating whether to take this job over the weekend and the past 3 days. How long can I wait to see if this other company will make an offer?

Maybe make the other company aware you have an offer but that their opportunity is your top pick. That may budge them into next steps or at least a status update.
Don't accept the lower base job out desperation. You could counter them again and ask about a salary review after 6 months based on hitting key performance metrics or onboarding support.
