If you get all of the tasks done, that's all this employer cares about. Perhaps you're more efficient than the previous person, or perhaps there really wasn't all that much to do or they've distributed some of her work before you came.
Either way, you've done your duty and have even followed up asking for work. Spend your extra time how you see fit, but perhaps the more structured work hours would be a good time to take extra courses, attend networking events, job fairs, university seminars etc.

That would not be advisable. You are required to spend the work hours on work-related activities. If your boss says it is okay, with you telling them that you are upskilling for the current work, then it is okay.
