I think the new owner is hoping enough employees come forward saying they have false info on their resume or application and quit with the 2 weeks pay and no further need for lay offs. Not knowing how large of a company you work at is, but how long will it take a third party to complete an audit of everyone? Longer than 2 weeks? So even if you stay and they fire you at least you get more than 2 weeks pay.

You could step forward and at least get two weeks severance or just wait for them to find out and fire you with no severance pay. I'd take the severance.
