Staff Officer/HR is not as neutral as they should be.

Many people have qualifications for a job they are applying and could be considered as an ideal candidate for the role however not get hired. Staff Officer/HR is absolutely not neutral, after all, they are siding with management rather than taking into account the needs of company employees.

While it would be great to think HR is for the employee, they are not. They are there at the behest of the company and are there to advocate/hire/protect the company, not the employee.

I think you might be on to something. They could definitely be influenced by the hiring manager and therefore have some bias, but I would suggest that this might not always be in conflict with the needs of the company. How could HR professionals avoid the biases that might be in conflict with their organization?
