I coach engineers. The best advise I can give you without turning my response into a novel is that you have to start networking and branding yourself as their candidate of choice.
With only 20% of jobs being posted, networking can get you the remaining 80% as well as get you the referrals you need to help boost your candidacy. And to be effective with this you must intentionally target companies you want to work at.
Also make sure your experience on your resume is bulleted with metrics (STAR, CAR, PAR, etc). They need to understand what value you brought to the team, project, etc.
And know that you're not alone in this - the market is currently in the favor of the hiring companies and just like everything else, there are ebbs and flows. We're slowing starting to swing the other way. Feel free to message me. You got this.

I second Debbie's comment earlier, a career coach would offer some clarity and direction, although nothing is guaranteed, if the current strategy isn't working, let's try a different path.
