I'm actually doing both at the moment.
I have one group that I support that I am responsible for filling all of one specific Engineering position in all locations around the country. Any Cyclotron Engineers lurking on FGB? HIT ME UP!
I have other groups that I support where I work on a wide variety of positions - everything from PhD Research Scientists to Production Techs.
There's advantages to both - for the one Engineering position I'm responsible for, I like doing those positions but I think I'd pull my hair out at the thought of just recruiting for that one position ALL the time. The advantage is you get to know the position and requirements really deeply and can see the big picture - this candidate has a good skillset but maybe he isn't a fit for that location, maybe he would be open to considering this other location I'm recruiting for.
I've only been specializing in the one Engineering position for a few months. Our manager, wanted to give it a try and the three of us that support the TA function for that particular group all agree that we like the change and are happpy that we reconfigured who suppports what positions. But again, that's because I have variety in my other reqs. If that was all I did, I don't know I'd be as happy with it.
Some positions like sales or tech positions, it can make sense to have people specialize in those.
Part of what I love about recruiting is getting to work on all kinds of positions, developing partnerships with my hiring managers - that's what keeps it interesting.
