At this particular moment in time, I would choose a raise. I say that because my current company doesn't seem to be too hierarchal and worried about title... they just value good work! However, at my last job (which was pretty corporate), I would have definitely gone with title change, because it was very focused on that aspect of things and the politics of what level you were at, unfortunately.
