there are always exceptions in larger companies especially. Definitely get a STRONG letter of recommendation (for both internal and external use) from the outgoing leader and use that when applying. Ask them to illuminate your strengths in the letter and to put it on some kind of company letterhead. They should also sign if if possible.
Use that for both purposes and add that to your portfolio of "atta girl" letters. Be sure when speaking to the new supervisor that you reinforce that you have strong interest in continuing in the business but would like to know if there is flexibility as a strong performer to move sooner. Moving internally will improve your financial situation faster than looking outside. I would focus on leveraging the opportunities in front of you to see where they lead. Then if the change is not what you’d hoped, you can leave with no regrets.
