This is common with longer term staff, because new hires will come in at market rate, and if you're a longer term employee your incremental raises will never catch up to market rate unless HR does a rebaseline. I would suggest doing some research to determine what current market rate is and asking for HR to do an assessment. Generally speaking, the best way to make a bigger pay bump quickly is to look for a new job though.
