Looking back on my recent roles, I was hired to make changes but in doing so, I was the one phased out....While job searching, I want to learn from these situations to avoid future problems.

The first role lasted almost 3 years and it was managerial at a corporate HQs. I received promotions and raises and in doing so took on additional responsibilities. My position expanded to working with other departments and I received positive feedback from those divisions. In doing well, it turned into a fractured situation with my VP (boss) and other departments commented that why the VP wasn't doing his work while I was getting things accomplished. That on-going situation didn't bode well with the VP and that impacted my role. Second scenario, I was brought in to head and make changes to a large US team, within a global company. I found myself in a daily tug of war with the parent company wanting x while the US division was divided about those decisions. The US leaders wanted to push things forward but the staff wouldn't work with management. I tried my best to navigate this challenging situation and during my 6-month mark, learned they had trouble keeping someone one in this role. I fought hard to keep my job but eventually I was let go and corporate never filled the position. They made HQ responsible for daily operations. Most recent role, I moved to a new area, and needed to take a lower-level role but with a decent salary. I was tasked with liaising with SLT teams, departments and teams. The head of the department worked remotely and from the first few weeks, it was a strange blend of someone who wanted all the control and none. She acted as if she was open to changes but then when they were approved immediately pulled back wanting everyone's endorsement. It was constantly 2 steps forward and then 5 back as each action was delayed and complicated by indecisions. I ended up leaving this role as it was impossible to get anything accomplished. I tried even small wins to get things past the goal line and even those were stuck at a standstill. After leaving, the department head was let go when she was overbudget and didn't accomplish the set KPIs from the past 3 years. While I'm glad to know that this one wasn't on me, I'm still searching for a place where I can go in, do my job, ideally make it a positive / better situation and be able to stay there. I'm so tired of job searching and trying to figure out what I'm doing to make this situations unfold. Instead of making immediate changes , I find out what's working, hasn't and would make things better for my departments and direct reports. I meet with other teams, senior leaders and set approved goals, open lines of communication and then set up one-on-one and department meetings to keep things moving. My goal is to get things accomplished and do the job to the best of my ability. Am I rubbing people the wrong way, overstepping my bounds and how can I do the job I'm hired to SLT want changes but further down the chain, don't? In the second scenario I was hired instead of a long-term staff member and that caused bad feelings from the beginning. I've tried to demonstrate how actions would save time, automate processes to streamline workloads and increase opportunities for staff to advance but I'm the one that needs to leave. I'd appreciate your advice!
