Considering that the rejection came so quickly, I am not entirely sure a human even saw your resume. It may be that you didn't pass a knockout test (like having a BA, 5 years of experience in XXX, etc) or that by the time they got to yours they already had 10 good candidates and decided to reject the rest. So the odds for a followup changing the outcome feels unlikely. I have seen where some career sources suggest following by finding the recruiter on LinkedIn with "Hi Recruiter Name, I recently applied for XXX role. While I was unsuccessful, I think my skills align closely with XXX role and XXX company. Here are my top skills." But I am not sure if that works. Also, I am rejected for 'tick all the boxes' roles all the time. A job description is almost like a wish list at the time the role was published. They really should have to write underneath, "This job description is subject to change due to budgets, Hiring Manager whims, project re-scoping or whatever whimsy we choose at any time."

Has happened to me a couple of times recently… within hours of applying . Think it is ATS or the job was created for someone and they had to advertise.

You can try networking to find a connection with someone at the company and reach out. Perhaps they can give you insight and help you move through the hiring process. It's a long shot but cold calling I don't think will help.

This will be harsh but you're not entitled to a role just because you've deemed the job description was written for you and you're fully qualified. You also have zero insight into the other candidates and their qualifications. While an unfortunate outcome, move on.

You may have checked all the boxes, but were they on your resume? Have you had the resume reviewed? Did you edit the resume so all the stars aligned and the wording matched the JD? If you are applying to a government sector, all of this is required to get past the electronic "gatekeepers." If the job requirement is five or more years experience in [skill], and you have six years doing [skill], in your position summary, include a bullet point that says "5+ years experience in [skill], and make sure that the bullets in the relevant position detail the [skill]. Government jobs (especially federal) are the worst regarding how detailed you must be doing this and how closely the wording has to align, but it is also good practice for public or private sector jobs. I agree with others saying your resume never made it through ATS. I also agree with those who said it was highly likely that they had settled on an (internal or external) candidate but were required to select a specific number for interview. Many jobs have hundreds of applicants, so it isn't hard to find ten with at least some of the requirements and then reject all the rest. Consider this their loss and move on.

Resumes go through a screening technology before a human sees it. If your formatting is too “stylized” it will reject you.

further, if you applied after an offer was extended to someone, there’s really nothing you can do.

Unfortunately, you and every other person that applied thought the job description was written for them.
