I think if it's a recruiter (external to the company) it is fairly safe to ask, but do so cautiously. One thing to note is that the recruiter may not be assigned to that role and they make their money by filling seats for the roles they are assigned. So you might be testing their patience/time. So you can try the strategy below.
You can try to mention it at the beginning. "I wanted to let you know as I was preparing for this interview a similar position in the company caught my eye. May I ask you what the differences are?"
Or at the end of the interview, "I am quite interested in this role, and I saw a similar position that I would also be a good fit for and would enjoy. Can you let me know more about what the differences are?"
If you want to tread lightly, then inquire about the differences between the role you are interviewing for, and the role you want. Then follow that with asking if the company would consider your application/candidacy for that role.
Unfortunately, its hard to say if it'll hurt your chances as it depends on the person, the recruiting company's policies/practices, and how the conversation is going... You'll have to gauge that for yourself, and take a chance at self-promoting if you think it's within reason to do so.
