You're asking good questions -and you may be overthinking.
I'm not sure where you are in your career or what research you've done already. You could ask around to see what folks in your industry think - if there's a preference for one school or the other. This isn't an undergrad or grad school. This is a certificate. How many more do you plan to get?
The history of work and education has been evolving. The money is in short courses--and they'll keep wanting you to stack on more to advance in the world. So, step back and ask yourself what your long-range plan is. Also, see if there is a documented trajectory in your desired career path (will you need more certificate programs? If so, who are the preferred providers? which open more doors for you? will you need to stack to a graduate degree? Some schools allow you to stack credits from a certificate to a graduate degree. Some don't).
It sounds like you narrowed it down to 2 schools. Ask a few more questions of those schools and with those schools.
Not to burst your bubble, but the answer only matters to the folks who want it to matter. (I learned that years ago- deliberating over grad school). So that could be you loving the courses or the potential employers loving the pedigree of choice of program. If you swim with the latter decision makers, make them happy. If you swim against the tide, do what feels right to you.
Best of luck. Once the decision is made, enjoy the course.
